Jaylan grew up in the Belmont Community in Charlotte, NC, alongside his twin sister Jessica Mobley. His passion for leadership and service began early in his life when he attended West Charlotte Senior High School. There, he served as the Junior Reserves Officer Training Corps (JROTC) Battalion Commander, distinguishing himself as the number one cadet.
After graduating from West Charlotte Senior High School, Jaylan's commitment to excellence led him to the United States Military Academy at West Point - Preparatory School. He completed his preparatory studies there before being accepted on a full-ride scholarship to Georgia Military College in Milledgeville, Georgia.
In 2018, Jaylan graduated from Georgia Military College with two associate degrees in Computer Science and Homeland Security & Emergency Management, achieving an impressive overall GPA of 3.9. He also served as GMC's number one cadet and Regimental Commander, demonstrating exceptional leadership skills and overseeing more than 10,000 students and cadets across six campuses in Georgia. For his outstanding leadership abilities, Lieutenant General William B. Caldwell IV awarded him the Excellence in Leadership award.
After graduating from Georgia Military College, Jaylan was commissioned as a Second Lieutenant, Signal Officer in the West Virginia Army National Guard. He furthered his studies at West Virginia University in Morgantown, West Virginia, where he pursued a bachelor's degree in Management Information Systems, with a minor in Cybersecurity, and obtained a certification in Certified Ethical Hacking. During his time at West Virginia University, Jaylan was selected as a Cyber Intern at the NASA IV&V Facility, where he participated in a 12-week Capture the Satellite simulation. This experience exposed him to valuable knowledge and allowed him to interact with notable astronauts, NASA engineers, and even meet the 13th NASA Administrator, Jim Bridenstine, as well as Kathrine Johnson's daughters, Joylette and Constance Globe.
In 2020, Jaylan graduated from West Virginia University with a bachelor's degree in Management Information Systems and a minor in Cybersecurity. He was accepted into the 37-week Cyber Basic Officer Leadership Course, becoming the FIRST Cyber Officer in the West Virginia Army National Guard. For his achievements, he was awarded the Air Adjutant General Coin by Brigadier General Christopher S. Walker. Jaylan's pursuit of knowledge continued, and in 2021, he earned a Master's degree in Cybersecurity Management from West Virginia University, maintaining a perfect 4.0 GPA. During this time, he also served as the Deputy Team Chief of the Defense Cyber Operations Element at the Joint Forces Headquarters in Charleston, West Virginia.
In 2022, Jaylan's expertise and accomplishments led him to be selected as a Marshall University FIRST West Virginia National Guard fellow by West Virginia State Military Officials and the Marshall University School Board. Currently, he serves as an Adjunct Professor at Marshall University, specifically in the Institute for Cyber Security (ICS) program. Jaylan's courses include an introduction to Cyber Forensics Security, where he imparts a technical foundation that students will need in all other CFS courses. Additionally, he teaches two online graduate-level courses in Computer Security Design and Cyber Vulnerability Assessment and one in-person course in Industrial Control Systems Security and Solutions, equipping students with the necessary tools and techniques to defend IoT and ICS systems critical to the Power Grid and other vital systems.
Jaylan's military achievements are numerous and reflect his dedication and commitment. He has been awarded the Army Commendation Medal, Army Achievement Medal, National Defense Service Medal, Army Service Ribbon, Army Humanitarian Service Medal, West Virginia National Guard Emergency Service Ribbon, West Virginia National Guard State Service Ribbon, Gold German Armed Forces Proficiency Badge, Air Adjutant General Coin by Brigadier General Christopher S. Walker and the Excellence in Leadership award by Lieutenant General William B. Caldwell IV.
